At Canada Promelk, our recent conversations with foreign authorities have revealed concerning trends: they appear to be scaling back or even abandoning efforts to combat the trafficking of stolen Canadian vehicles within their borders.

The main cause stems from the fact that, following the seizure of a stolen Canadian vehicle foreign police must decide the civil rights of the Canadian owners in each vehicle before disposing of it. This responsibility is not only Exhausting to the duties of police officers, but it imposes administrative management that exceeds their numbers, in addition to forcing the retention of many vehicles in expensive port areas, often even inside even more expensive containers.

As a result of this lack of manpower and the cumbersome process, foreign law enforcement authorities stop seizing stolen Canadian vehicles, leave the vehicles in storage for years, or sell the vehicles for their own profit after a certain period of time. We have therefore deepened discussions with these foreign authorities in order to find a solution. It soon became clear that relieving foreign authorities of the burden of identifying ownership was the key.

Most recently, and more specifically, the police authorities in europe were requesting our intervention for a batch of 16 Canadian stolen vehicles that had been exported from the Port of Montreal, whose rightful owners could not be found. By means of the simple list of vehicle identification numbers (VIN), without nominative or private information, we obtained an authorization from the Court of Quebec to represent an anonymous party, i.e. the owners of the vehicles to be identified. This judicial authorization is specifically obtained for the purpose of protecting the rights of the owners of these stolen vehicles, without the need for personal information, in order to allow the immediate repatriation of the vehicles, under the protection of a Canadian civil judicial seizure.

The treatment of civil rights is therefore carried out in Canada, by the Canadian authorities, at the service of the insurers here. It is therefore no longer necessary to provide documentation to foreign authorities and it is no longer necessary to hire representatives abroad. Delays and costs are greatly reduced.
